I don't think Photoshop has an actual free version (maybe limited demo version) but Serif gives away their older vesions of their programs. You download, install, and register the Serif software (all for free.. absolutely free.. not crippleware or anythindownload photoshop softwareg.. full versions.. just a little older version and not latest)

You can also find a lot of free graphics programs for Linux Operating system if you decide to get away from windows.
