I recently donwloaded a movie/video that was a FLV file, and I was wondering if I needed to download any software to view it.
By the way- after it finished downloading, it said that the computer needed to restart for software to take place so do I just do that or do I need a certain program to view it with?

As I know, media player classic supports the most of video formats, including .flv files.

after you download a flv file you can watch it w/ your browser but there's no option so if you want you can download gom player to watch a flv files

Get VLC player
It will play just about any video file
Also RealPlayer will play them
Realplayer plays .FLV files offline.
