If you contact the Bureau of Land Management, you can probably get a ton of such sites plotted on a map. This is limited to the United States, though -- and judging by your use of "kilometers", I power to the people locationssuspect you're looking for other areas.
As for info about undeveloped land becoming power plant, you'd want to look into solar farms and wind farms:
National Parks.
Military Operations Areas.
Indian Reservations.
most power plants are built on once underdeveloped land. you'll be hard pressed to find one more than 2km from a highway, though.
